Philippe Van Eeckhout
Director Border Measures
- Philippe heads the Border Measures team at LegalBase.
- Philippe has over 15 years experience in the area of Anti-Counterfeiting and worked previously as Head of Anti-Counterfeiting for the Asia/Pacific region for LVMH Fashion Group developing and implementing anti-counterfeiting strategies for various fashion brands within the group.
- He also served as Head of the IP Department at Société BIC in France, and was responsible for anti-counterfeiting initiatives worldwide.
- He was Co-chairman of the World Customs Organisation IPR group from 1999 to 2002.
- Philippe began his career at Montreal based law firm Leger, Robic, Richard. Presently, Philippe is also CEO of ContrAtak (S.A.S) an IP consulting firm.
- Philippe has an LLB and LLM from the University of Montreal, a Postgraduate D.E.A. (Professional Specialisation Degree) in IP Law and a Masters in Business Law from the University of Grenoble and was a member of the Quebec Bar.

Steven Blockmans
Director,EU
- Steven Blockmans is Director, EU. A graduate of the University of Leiden (The Netherlands), he holds a PhD in international and EU law from the same university.
- Steven has over 12 years experience in EU and public international law where he has advised the European Union, governments and the private sector.
- Steven has particular expertise in public sector reform in post-conflict and transition countries advising on the transformation of legislative and regulatory systems and public administrations, Steven has built up a rich expertise in the drafting and approximation of national legislation to meet international (human rights and economic) standards, and administrative and judicial capacity building to ensure political independence, efficiency and accountability. He has worked in eastern Europe and the Balkans. His sectoral expertise includes customs, transport, telecoms and environment.
- Steven is also a part-time professor of international and EU law at the University of Leuven (Belgium). He frequently acts as guest lecturer (at, e.g., Washington College of Law and the American University in Kosovo), and trainer (at, e.g., the European Commission’s DGs RELEX, TRADE, DEV, and the Integrated Rule of Law Mission for Iraq). He lives in Brussels.
